CPU Question

I've been using an old skool computer with a Pentium 4. Not long ago it was damaged and I replaced it with another Pentium 4. The replacement runs alot cooler and wont malfunction and stop processing when overburdened but goes at about 60% the speed of the original. I thought it might be the mobo I put in so I tried putting the original processor back in and it runs at the normal speed I was expecting until eventually fkn up again. Can anyone tell me why 2 of the exact same processors run so differently?

 A it might be missing some kind of driver update or comparability issue. B Either it's a slower processor or C  it's not communicating to your ram properly.
